1. Establish organogram :
• Establish ENC to coordinate ROEN activities worldwide and at state and LG levels

2. Open bank account :
• To monitor income the expenditure

3. Sensitise key stakeholders 
• Build coalition with Binis, Esans, Afemais, Urobos, ikas, Isokos and other tribes

4. Promote / manage website 
• Promote and communicate ROEN aims, objectives and activities

5. Fundraising plan 
• Secure funds from stakeholders ENC EXCO

6. Organise meetings 
• Hold either monthly or bimonthly stakeholders meetings at international, national, state, town and village levels ENC EXCO

7. Launch ROEN in EU
• Build effective coalition of stakeholders and raise funds ENC EXCO

8. Launch ENC / in Benin 
• Build effective coalition of stakeholders and raise funds ENC EXCO

9. Organise referendum campaign 
• To sensitise stakeholders and gain legitimacy for ROEN movement
